What it means

Not a failure. Funds are safe and nothing is moving. The intent is in in_review and will resume or move to refund once review completes.

Common causes

An amount crossed a threshold requiring review.
A screening check needs manual attention.
A required field is pending verification.

How to resolve

Check GET /customers/{id}/requirements for anything outstanding. If everything is satisfied, no action is needed: review completes on our side and the intent continues automatically.

Do not create a replacement intent. The held funds belong to the original one.
